So it seems my DELL Optiplex 745 MT mobo died. -I bought a new pcie VGA card (AMD R7 250) installed, and during testing I was surprised to see the card lags as hell, was much worse than my previous card, an AMD HD4850 (that died: visual artifacts, freezing etc.). -So it turned out that this card in this mobo doesn't change to upper modes than pcie 1.1 1x even under load. -Reconnected the card a few times (power off, psu plugged in), to check it sits securely in the slot. -The connection speed didn't get better, but otherwise it was working. -I was desperate and wanted to pull out the card to check in an other mother board, again: power off, PSU plugged in. The card was half out off the connector when the computer simply just turned on (I didn't press the button). The main CPU fan spun up at full speed (usually it remains very silent) the power button's color turned solid yellow (otherwise it is green). -Since that I got no more from that, I removed everything (CPU, RAM, all cards, and sata devices) just the power was going to the mobo. Still the same! Not even a beep, no error codes, just a solid yellow LED and a full speed CPU fan, no POST, although it responds to the power off switch, and senses if there is a HDD connected or is it connected to LAN. -Tried a different PSU -> no luck. -Vbat is around 2,8V which should be fine I think.
Any idea what should I check? (other than is there place for this in the junk bin )
So I write this from my DELL computer again... During testing the regulators I saw something isn't right with the SMBus controller chip, a leg seemed to miss from the row, it turned out it was just bent and touched its neighbor. So I bent it back and all well again! It seems when I tried to pull out that card its flange hurt this leg, now I feel myself extremly lucky for not destroying the SMBus ic completely.
So we are all very happy since the DELL is up and running again, so let's get back to the original problem, this new VGA card doesn't work at higher speed than pcie x1. The board is working at higher speed on my HTPC config, so it's not the card. Also the motherboard is working fine with other cards, so it's not the mobo either, it's somehow the cooperation of the two thing. Any ideas?

This might already be an old thread, but...
Have you tried resetting the cmos jumper? Clearing the cmos can fix a world of problems. It's usually near the battery (but not always). With the computer powered off and unplugged, hit the power button a few times to discharge the power supply. Move the cmos jumper to the reset position, leave it there for about a minute, then move it back to the original position. Powering up with the jumper in the reset position can damage your mobo, so make sure it is back in the normal or running position.
