Ok, good. So no problem there, lol.
Now I hope the Eeprom is in a place where you can test it while powered up. If not let me know and we will look to test somewhere else.
Eeprom is IC404, 8 pin ic. Pins 1 to 4 are all gnd so you can use any one of them for the neg probe. DMM on DC voltage and test for voltage on pins 5 to 8. Let me know your readings.

IC404 is on the bottom of the CPU board, when I power it up the board has to be installed because of the jumper card that goes between the mainboard and the CPU board. If there is somewhere else I can test on top I can get the readings

Check both sides for voltage.

Are you able to probe pin 10 of CP415? Should be around +5v.

okay checked on the good unit and that pin has +4.285vdc

All that looks fine. We are starting to run out of possibilities.
See if you can test for voltage on both sides of R433.
It is to bad you cannot test pins right on ic401. It would make it much easier.

+4.76 on one side, and +5.23 on the other side of R433. I can't really think of an easier way to get to IC401
