Well it looks like you don't have the +12v. Retest ic351.

Here is the results; IC351= 151.4 mv IC352= 11.96 v IC353= 5.04 v IC354= 4.95 v IC355= 4.92 v

LOL. No, I meant test the legs with your DMM on diode scale with it unplugged. Looking for a short between any legs.

IC351 is not shorted.

The only one behaving abnormally is IC355.

On that regulator board you need to test R355 and R356. DMM on resistance scale you should get around 1 ohm each (almost short).

I am sure there is a part store in Atlanta that may have these parents. Is there an online store you recommend to get these parts from? It might be a little cheaper! What do you think?

I usually order from Mouser. Good prices and fast shipping. When we are ready to order I'll help you with it if you choose them. We just have to find out what is bad for no +12v and then test Q301 that you removed from the fuse board to make sure it's ok and then we can put together an order.
So test those 2 resistors on the regulator board and then test Q301. Here's how I want you to test Q301. I'm assuming it is still removed. With DMM on diode scale give me your readings to these tests.
Pins 1 and 2= Pins 1 and 3= Pins 2 and 3=
Then reverse probes:
Pins 1 and 2= Pins 1 and 3= Pins 2 and 3=

R355 = 0.9 Ohm R356 = 0.7 Ohm
Q301, Still removed and tested. Results;
Pins 1 and 2= OL Pins 1 and 3= OL Pins 2 and 3= OL
Reverse probes:
Pins 1 and 2= OL Pins 1 and 3= 0.655 Pins 2 and 3= 0.650

Q301 is good. That is just how it should test.
But R355 looks good so still not why no +12v. So you are going to have to do another voltage test with it plugged in. DMM on DC voltage, Negative probe attached to chassis for ground. Plug it in and test both sides of R355. Should get around +17v.

R356 = - 19.79 and - 19.84 on the other end.
