I'm not sure your on the correct pin. This would be the PRY line that goes to the power board with the fuse that you said you only got around 1.9v to 2.1v Counting both rows of pins together, count 4 pins. 1 upper, 2 lower, 3 upper, 4 lower. From the front of the connector, the 4th connector from the front. Try again and if not I will post a picture.

Yes, I am on the correct board/pin. I tried reading again. It gives me from approximately 19.2 mv and when I hit the power button, it jumps to upper 300's split second to 401 mv now

I think at this point we should wait until you get the other parts for the amp. It's possible there is something going on that is holding it from coming up all the way like a protection. Let me know when you get those other parts.

What was the part number of the replacement you got for Q301?

The part number of the replacement for Q301 is 2sc1740 25617 (50V 0.15a T092 ECB TRANSISTOR). I did not use this new part. I used the original part that I removed from the board. The other parts has been shipped and should get here tomorrow or Friday. Will post back once I got them in hand

You know. Even though the original tested ok sometimes they can be bad under load. You can try swapping in the new one just to see. It is the correct one.

I changed it with the new one. The copper strip on the board around the holes are severely damaged. Looks like one of the side legs connects to R301 and middle leg connects to Neg leg on D301 by the copper strip. Since my copper strip on the board is damaged, is it OK to put a jumper on these to get a good connection?

OK... You are going to love this!! I installed the new transistor on Q301, jumped two legs as we discussed. Now I don't have the MG to S12 voltage!! I only get 7.64 V!! Display is not coming on neither. Checked the status of parts, it should be here after 4:00 PM EDT. Anything I should do while we are waiting for the parts to arrive?
