Hi to all
i have a Marantz SR7001 with standby blinking problem i don´t know how start to find the failure
anyone can help me to fix it?

Is this when you first plug it in or after you try to turn it on? Do you hear any clicks during the process?

After unplugging the regulator pwb from the power pwb (CN90), I got a steady amber light instead of a red blinking light, nothing on the display. I also noticed this

The relay that I was looking to see if it is closing is RY701 on the standby board.

Well I looked over the schematics and plus the fact that the led is flashing I believe at this point it is in protect mode. So here's what I would do. I would solder a jumper wire across RY701 on the standby board. I believe you know which pins to jump so the receiver is on. If your not sure then post back. Then I would plug in the receiver and watch for any smoke just in case so you know where it is coming from. If no smoke then I would see if the display is on. If not try hitting the power button to see if it comes on. If the receiver appears to be on then I would go to the amp board and test the test points with your DMM on DC and see if you get any with voltage on them. Test points are CN41, CN42, CN51, CN52, CN61, CN62 and CN71. Voltage should only be around 2.4mV on each. I'll check back tomorrow to see how you made out.

i just solder the jumper in the relay and plug in it but it no power on and the led still flashing

that is in mV and the test was in the pin of the right side watching the amp from the rear side with the ground from the chasis

You cannot use chassis ground for this test. You must use the 2 test points at each location.

Ok, you are going to have to check for some voltages. This will be at the regulator board and DMM on DC. Locate connector BN97-1 or BN97-2. Center pin is gnd. 1 outer pin is +15v and the other is -15v. Then locate connector CN93, pin6 is gnd and pin4 is +5v. Then connector BN94, pin 6 is gnd and pin 5 is +5v. Let me know what you get.

i already checked the +15v and -15v and they are ok, i tell you later what i get about +5v...
