What are you using for the gnd probe? Is this after pressing the power on button?

Check all pins again, pressing the on button and noting the voltage while the unit is on. If it shuts down, power on again and continue testing pins where you left off when it shut down.

It is not starting when I press the button but I can hear relay kicking. I gave the voltage after pushing above.

Here is what should happen. Just press the power button and let go just like you do when turning it on. Do not hold the button. You should hear the relay click on. A few seconds later you should hear the relay click off. Is this what you are hearing? Does the display do anything?

Yes I am hearing relay kicking - and kicking out. Some how display is blank. When I take reading holding the button pushed: 15 fluctuates from 2 to 6v 16 from 2 to 6 17 reasonably constant at 3,34 18 from 2,8 to 3.3 19/20 from 2.5 to 3.1

Ok, take your time with this. Get a piece of small insulated wire. On the CPU board locate those 2 regulators you tested before. Q7001 and Q7013. Solder 1 end of that wire to pin 3 of Q7013 and the other end of the wire to pin 5 of Q7001. Make sure you get this right. Check the datasheets if you need to be sure of which pins are which. Let me know when you have his done.

Can you mark the pins below? I always mix up 1 and 3. Thanks.
