I have the very same problem with my VSX-21TXH. Display reads "POWER ON" none of the controls either on receiver or on remote work. Power can be swiched off only by pressing power button on receiver for about 10 seconds. Factory reset proceedure as mentioned in manual does not work. In factory reset proceedure none of the options are presented, only "POWER ON" is displayed on the front panel.
Will highly appreciate any help.

First thing you need to do it test the main power transformer. On the AC input board locate connector CN3709. Set your DMM on AC voltage and with your receiver plugged in and after you see the power on message test in that connector and see if you have 120 v.

Affirmative, connector CN3709 measures 120V AC. Visual Observation: Fuse on the AC input board along with FU 4,5,6,7,8 and 9 are good.

No, no flashing LED. History of the trouble: One Red LED just below the Advanced MCACC was flashing and set was not turning ON. Online search suggested the procedure "connect power lead, press 'Tune-' button AND 'MultiZone Control' button simultaneously, hold them for few seconds, this will resolve the trouble" I did exactly that and with that the red LED turned OFF with a click. Just after that pressing the Power button, display shows "POWER ON" on the front panel. No other LED or display character is lit, there is no hiss or sound on speakers. When "POWER ON" is displayed, Blue LED on the power button is lit, pressing power button on the set or remote does not turn the power off, only by pressing power button on the set for 10-15 seconds turns the set off. Tried to reset to factory setting by pressing 'Enter' button and 'Power' button simultaneously as directed in user manual, does not work.

It is suppose to be: Tune- and multi-zone on/off
Try that procedure and hold for up to 10 seconds. I doubt it will work since you get the "power on" display but might as well try.

Tune-and Multizone on/off did not work then, but tune-and multizone control did work in resetting the flashing red LED on MCACC. I repeated both, as you suggested, no visual or audible signal observed that might indicate any change. Same state persists.

Then that is an indication that something else is malfunctioning. So next you need to test for some voltages.
One of the wire harnesses coming off that main transformer is a 2 wire harness going to the unreg board, connector CN4201. On the other side of that board is connector JP4203. I need you to set your DMM to DC voltage and test between pins 4 (gnd) and pin 1 (+12v) with it power on. Let me know what you get.

DMM reads 14-15 volts between pin 1 and pin 4. Reading taken with power ON (blue LED on power button solid lit)

Ok, good. Next testing is on regulator board. 2 of the main transformer harness go to this board. You will be checking the outputs of this board. I hope the connectors are easy to get to. there are 3 you will be testing. DMM on DC voltage and unit plugged in and blue light on. Fill in the blanks below. CN4102: Use pin 5 for gnd Pin 1:_____ Pin 2:_____ Pin 3:_____ Pin 7:_____ Pin 8:_____ Now use pin 10 for gnd Pin 9:_____ CN4002 You will be switching gnds for different pins. 1st: pin 5 for gnd Pin 3:_____ Pin 7:_____ 2nd: use pin 9 for gnd Pin 8:_____ 3rd: use pin 11 for gnd Pin 10:_____ CN4052 Use pin 5 for gnd Pin 3:_____ Pin 6:_____ Change DMM to AC voltage and test between pins 7 and 8:_____ Have fun.

The wire harness from the main transformer to the amp board, 7 wire to CN5701. Disconnect that harness and see if you get any response from the receiver.

Disconnected wire harness CN5701, plugged the power cable, pressed the power button. Blue LED lit, POWER ON displayed. Within one second, Blue LED turned OFF, Display went blank, red LED under MCACC started blinking, none of the controls work. Wire harness is still disconnected. Power Cable is connected and Red LED is blinking.

Ok, try the tune- and multi on/off holding sequence and see if it turns on and watch the display to see if it gives you an amp error on it and then shuts down with the MCACC blink.
