I was just looking over the schematics again and you may want to give this a try. Swap resistors R640 and R639 and see if the static changes channels or remains on the current channel. These are thermal resistors and could cause a problem.

Just the electrolytic caps. I messed up adjusting the idle current alignment, I kept trying to get 0mv just like the offset instead of between 2.5 to 5. The left channel is at 3mv but the right I can't get above 1mv. I changed the pot out just to make sure and even with a new one still can't get above 1mv. Any ideas?

Yes. Did you try swapping those 2 resistors I suggested?
