Hmm, I am surprised you are not reading any DC voltage. Can you test for DC voltage across caps C708 and C709 on the main board?

Ok, wait a minute. I think because there is no ground with that harness disconnected is a problem. Can you use a piece of wire to just connect the ground line of that disconnected harness?

IC700: 1/2/3/=0v, 4pin- 5.3V, 6pin- 0.62V, 7pin- 2.15v, 8pin- 3.5v Q700 - B-0V, C-48V, E-48V Q701 - B-49V, C-49V, E-49V R708 - one side 45.9, other side 50v
AC /between 1pin and 3 pin/ = 76V

That is much better. But I think that on Q700 the C should be 0 and B should be 48v.
I am curious, leaving everything the way it is still connected, do the relays now close when powered on?

Sorry my mystake Q700 (C' is 0V'). Now i disconnected only CN751. At this situation, without connect CN751 all white relays work (input relays), the three blue relays, doesn't click.

Ok, that all seems fine now. So lets look into those amps.
Ohm test R517,R518,R617,R618 and make sure they are all 10 ohms. If they are all good then remove them all, reconnect wire harness CN751 to the power supply, remove Fuse F1 and install your light bulb, power on the unit and see if your lamp goes out.

R517,R518,R617,R618 are 10 ohms. After removing them, lamp light again.

Remove Q510 and Q610 and see if lamp goes out.

After removing Q510/Q610 lamp light again (R517,R518,R617,R618 are removing).

You did say earlier that the lamp did not light when the final output mosfets were removed, correct?

After removing Q509/Q609 lamp goes out. Only inputs relays clicks.

Did you test Q509/Q609 with your DMM to see if either one is shorted?
