So even with another regulator in there you still have 0v?

Sorry I'm actually talking about two different 3.3v lines here. Let me try again.
I found IC782 to be super hot, removed it and it tests short. I thought I'd test the regulator near it thinking it powered that IC but as it turns out it seems to only power IC855, which seems fine. The regulator however had 5v in but zero volts on the output. I changed the regulator and tested the unit for audio but no changes.
The shorted IC is powered by DA5.5v and DA3.3v When removed the DA3.3v line measures 39 ohms to DGND ground. I assume that to be not normal.

I'm still reading 3.25v on the DA3.3v line do you think the 39ohm to ground might be normal ?

It is possible. But we wont rule anything out just yet.
Have you tried a test tone?

Also remember that many of these regulators do not always output power. They must be activated by the CPU.

This is a 3 pin regulator. The 5v input was there.

That's correct. I was going by the designation in the SM.
Edit: Looked it up and don't see IC8112 now lol.

Status is as follows: showered, having a beer and watching the hockey game.
Should be able to replace all parts and reassemble for another test tomorrow.

IC782 and IC812 have been replaced and the 3.3v regulator now has a proper replacement.
Still no sound.
Do you think the volume IC still has a problem ? Is there a way to test it or maybe bypass it safely to make sure the amp section is working ?
