I looked up your compressor and it appears to be another stupid design. Normally the electric clutch on the front has the 2 wires going to a plug, then into the harness, all out in the open. Easy to jump to see if clutch and compressor are working and easy to replace just the clutch if bad.
Your harness however appears to enter the back of the compressor which means the wires have to travel internally to the front of the compressor where the clutch is. This also means there may be other internal parts such as the pressure switch, maybe. This means that something as simple as a bad wire, switch or connector requires the replacement of the complete compressor.
Dumb, dumb, dumb.
I hope they at least tested it out properly to condemn the compressor since there are many more parts separate of the compressor that can cause it to not turn on.
The fact that it started working again clearly shows the main compressor is ok and it is probably a bad connection or component.

The seller has the obligation to make every attempt to try to make sure the item is transferred in the condition it is sold in. The seller is choosing the method and packaging materials. The buyer is not made aware of what packing materials are to be used. So if improper packing materials are being used and even if insurance was added, the insured would not be covered. Because of an error "By The Seller". It is not the burden of the buyer to instruct the seller as to how to package the item.The seller is responsible for the transaction right up until the buyer receives the item in the condition is was sold in. You can easily verify all this by calling Ebay directly if you are still in disbelief.

It is on pavement. Regular roads. No there is not a light on in the dash.

It's in the pedal. It feels like it's hitting on the bottom of my foot. And yes, I hear a consistent tapping noise when it's doing it. I guess it's like a ratcheting sound.

Every time I apply my brakes I get this vibration and it goes away as soon as I let off the brake. Any suggestions?
