I've got 3.3vdc across C7038 with the jumper still in place and without.

Have 120vac at p9002 and the thermal fuse is still good, reads around 1ohm.

Main relay engages but still no life on the display. The 12v jumps to 16.5v once the relay clicks.

Ok. Pick one and give me the exact symptoms. Let's start with "no power" first since that will seem to lead to the no sound/video symptoms. When I plug it in I have 11.47 V on both pins labeled "12v" where the power board connects to the hdmi board. No "hybrid standby" light and no clicks when I press the power button on the receiver or remote. The receiver powers up when I change to the "no sound" hdmi board but then has no sound output on any channel or from any input. The Q7013 looks rather challenging to replace and I would like to see if there's any other troubleshooting/testing we can do that points to that before I try and replace it.

I'm up for it, just let me know where to to start. I have another TX-NR555 with no sound and have have isolated it to the hdmi board. Both have no power or no sound when I switch the HDMI control boards. mmartell which IC did you find shorted or did you replace the entire board? The 646 seems to be similar in design to the 555.
