My neighbor pulled this PLASMA out of the trash and gave it to me (I have taught her well ;-). After some trouble shooting I narrowed the problem down to the Y board. I can't do much trouble shooting because I don't have schematics for this set and also because the TV will not power on. If I disconnect VA the TV will turn on with no picture (naturally).
So after looking over the internet I haven't found any repeatable issues with this board that can easily be fixed. After carefully examining the Y board I saw that C5063 is blown apart. Unfortunately, the explosion of the cap did away with any markings on the cap so I don't know its value. Does someone have schematics for this TV and / or know the value for the cap?
Anyone know what else if anything may be blown besides just the cap?
I lifted the bad cap off the board to see if the TV would power up, but it behaves the same. The relay clicks, the TV tries to come on, and then the safety kicks in and the TV will shut down again.

...I don't want to spend much money on this set because I don't know if or how much burn in it may have. THat said, it looks like I can get the entire board for around $30.

For stuff like this I usually look to see if there are any repair kits available. These kits are usually pretty good at fixing the usual failures. Then if there is a kit I see if i can find a parts list of it. For your specific board number there is a kit and these are the parts id number in the kit: Q5000 D5110 D5014 D5032 Q5016 Q5017 Also note that a scan ic failure can cause the Y-sus failure so look over those scan ic's real good for any burn holes. There is also a kit for the X-sus board so that must also have had some problems. Finding all the problem boards can be a task in itself. That is why i stopped working on plasma's years ago. Good luck. Thanks Mac. I think I found the same kit for the Y board that you did. I decided to just buy a Y board because I found a place that had 600+ new in stock and it was only $19. Since my cap is blown on that board I know already that the kit wouldn't have everything I needed so who knows what's bad on that. I've read that the X board often fails along with the Y board. I've found several kits for it and they all suggest replacing Q4002, Q4003, Q4004, Q4005, and IC 4010. I have a feeling my X board is fine. First I may just try powering up with the new Y board installed and the X board disconnected. I've read that this will produce an all white screen. This would give me the opportunity to look for burn in. Then I could try my existing X board. If the X board fails the set will not power up and shouldn't cause any damage. Which IC's are these Mac? Another strange thing on my X-sus board is that Q4003 (FET) is not populated!?! It's a parallel FET so may not be needed, but all the boards I see online have both populated. I may add a FET there regardless of wheather of not my X board is good or bad. All the kits come with four of the same FET's, but my board only has three now.

The scan ic's are on the buffer boards. I believe this is your setup. I circled the scan ic's in red.
