I would say that now you should go to the DSP board for some tests. Locate connector BN38. Hopefully you can get at it to test some voltages. You should be able to use chassis gnd and DMM on DC. Test for voltage at pins 5,6,7,8, and 9 and let me know what you get.

Oh, I forgot. Pin 3 of that connector also.
Have you tried a reset? Press and hold (MULTI and SPEAKERS A/B) for more than 3 seconds and see if it turns on.

the pin 3 has 4.96v and i tried the reset but nothing happens

Hmmm, we are missing something here. Go back to the standby board and on CN70, use pin 3 for ground and give me the voltage readings of pins 4,5,6 and 7.

i'm able to get a scope to get signals from DSP to know if it is working

Scope will not help you here. The unit is dead. I was waiting for your response if the led is still blinking.
Go back to that standby board, CN70 and that pin 6 that has zero volts. While your probe is in that pin push the power button and see if you get any voltage response at all.
