Well first we look at what those firmware letters mean. VSP2 is for video signal processing 2 HDCP, well we mostly know what that means for HDMI and TX is the transmit line.
So that firmware is most likely for the transmitting of the HDCP signal for HDCP communication on the secondary video signal processing line. I really don't think it is a firmware or firmware chip problem in itself. I think it is a no communication problem because of a blown transmitting chip or lost supply voltage somewhere. Also, the manual does not indicate which line is VSP2, HDMI output main or sub.
It looks like Q8402 is the transmitting chip for the main HDMI out (pg. 47) and Q8302 is the transmitting chip for the sub HDMI out (pg. 39).
Of course it is also not telling us if it is on an HDMI input line either.
If you connect a source via HDMI but leave both HDMI outputs disconnected, does the receiver recognize the input and does it output sound?

Well I think you are 100% Correct about the firmware chip I removed it and read it with my reader and it looks good.
I will test to see if I get sound from just the input being connected.
What voltage do you think I should check for first?
I need to repair another TX-NR636 so I can do further testing on this HDMI board. I replaced the bad HDMI board with another one I had. Should have the other receiver repaired this evening I will need to use that transformer I was working on in another thread.

Ok sorry for the delay I have the HDMI board installed in another receiver and with the source set to CBL/SAT I have no picture but I do have sound.

Do you also have 1 of the HDMI out's connected to something?

Yes Main out is connect to the TV I have also tried the Sub out and still no picture but I do have Audio.

You need to test the output on all the regulators on that board. Do you need me to name them for you? Or can you just search them on the schematics?

Ok well that's going to take awhile most of the regulators are on the bottom of the board so not easy to get to.

As you test them, make sure you make a list of the ic numbers so we can verify if you missed any.
