I've got a Dell Dimension 9100 that was donated to a nonprofit I work with. The donor insists that the PC worked fine but now it does not power on. When I opened it up, I see there is a green LED on the motherboard that is lit when the box is plugged in but the power button does nothing. I've tested the power button and it appears to be working fine. The power button is mounted on a PCB along with a bunch of status lights and a couple USB ports, etc. So the connection between the power button and the motherboard is not direct. It goes through a ribbon cable, which I've unplugged and reseated on both ends. I'm guessing the problem is either a bad power supply or that the motherboard has failed. I prefer to not start buying parts in an attempt to diagnose the problem. Any hints about where to start?

No hints. Changing parts such as power supply, ram and testing onboard battery is easiest way. Repair shops have these things laying around for this reason.
