Hello! I am an experienced technician with a TV & Radio Technician License and FCC GROL... but I need help on this one!
I have a Pioneer Elite Receiver VSX-09TX that originally was blowing the 10 Amp mains fuse... I found that Q45 & Q55 (Surround Right Outputs) were both shorted. I replaced them and now it Powers on then displays "Power Off" a few seconds later.
I have checked the speaker wire outputs on the amp board for DC Voltage with the following results: FL @ (0v), FR @ (-6.5v), C @ (0v), SL @ (0v), SR @ (-25v) Also checked IC1501 & IC1502 both are good.
I do have proper test equipment such as an SC61 Oscilloscope, PR57 Variable Isolation Transformer, Transistor Checker, ESR Meter and Digital Voltmeter.
Any help would be greatly appreciated!

Looks like you have some negative voltage on 2 of those outputs. Have you looked into that any further?

lol...I forgot to mention that I have already checked all the semiconductors on the current amplifier board.
I have since found that Q935 is open and Q940 is shorted on the voltage amplifier board.
Do you suppose that this could cause the negative voltage on the front right channel since they are in the surround right channel circuit?
Anyway, the transistors are on order... I will post my results when I get them replaced.

You can just remove both of them and retest for DC voltage on the outputs. The -25v hopefully would be gone but the front will most likely still be there.

It's Fixed!!! I replaced Q935 & Q940, adjusted the idle current per the manual and voila! It Works!

Now all I need is the Owner's Manual and the Remote Control. I found a remote at remotes.com for $180.42 but I can't afford that, yet anyways.
If anyone has the Owner's Manual and could copy it for me it would be greatly appreciated. Also, a remote for about $40 or so would be awesome!

Good to hear. I have found that most Pioneer receiver remotes will work with most models. Since you do not need HDMI control you can probably try a 10.00 or 20.00 Pioneer receiver remote and it would probably work fine. I am not finding a user manual either. odd.
