That may be a problem. I'm not seeing where this ground is attached to the chassis.
If you can access CX054 on that amp board use pin 3 for ground and check those regulators again. If you can not get at that connector you can use the ground pin of IC702, IC704 or IC705. But these are the only IC's you can use that gnd pin for. You can test all ic's using just 1 of these gnd pins.

It is on IC702. Not sure on the other 2. I would have to look it up.

All using pin 3 on connector as ground
701. -15.84 0. -10.33 704. 0. -22.95. -11.85 705. 0. -22.87. -11.73 703. 0. .68. 15.25 702. 22.67. 0. 12.2 706. 22.79. 2.01. 19.96 707. 19.97. .67. 15.83
I believe this is pin 1 - 2 - 3. But I may have it backwards

Ok, first I'm assuming you just made a typo with ic701 with the minus instead of plus. It could not have -15.85 input if ic707 had an output of +15.83 since they are a direct connect.
Now the other problem I see is with ic703. Now you have the input of 703 at 15.25v but the input of 702 and 706 at 22.8 These inputs are all tied together so that 703 input should be 22.8 like the others. So recheck ic703 and get back to me. I have to run out for around and hour and a half so I will check when I get back.

Correct 701 is positive 15.84.

703 was as you said. 22.98. I wrote on an angle and it didn't copy over to the forum so well. Everything is correct now. 701 and 703 are as the should be
