Fired up without that board instead. Same response. No clicks. Just flashing red light

Disconnect the harness from CX077 on that board and see if that short goes away.

Which trace is the cut leg on, 802, 803 or 804?

And I still only get flashing out of the front but there are now relays clicking

I also am getting that short with meter on continuity Not sure if that's valid. But it only beeps on that trace. It's 998 transistor. The other one on the board does not beep

On my way out I tried doing tge reset. Still flashes tge lcd but there are more relays clicking on and off with the reset. So it's seems to be fully energized. Just something still keeping it from firing up

If leg 802 is cut and your showing short with that trace and 803 trace the only part I see in that circuit is C801. It looks like D801 and ZD801 are empty. Can you verify these 2 diodes are not there? If they are not then remove C801 and test for your short condition again.

Something's wierd now. So I got home. Put my meter on the ohm setting with the continuity alarm. Now it only beeps on that cut legs trace. But on another transistor it is continuos. I don't think my meter is reading right

It's a fluke 61-340. Third switch from off. Set to ohm and beep if short. Should be right? I don't understand what changed in three hours

Tr811 shows a short in pin 2 and 3 But that transistor isn't cut and shows a short on j805 and j806. I'm thinking I have the wrong setting on the dmm. So wierd that it's changing

In just typing this I now show j801 and j806 are shorted. But j805 and j806 are fine. Makes no sense

I also sho that tr808 has both outer pins on both jv93 and jv95. Which is interesting. I'm running over to buddies to get another meter
