No because your B- is fine when TR107 is not installed.
Ok, lets try this. Put all TR's back in and also repair TR107. Put R117 and R113 back in. Remove R103. Check B- voltage and if still -10v then try to get me the 3 voltages of TR115.
Remember to leave every thing else I had you remove out.

Just noticed something. While soldering in the half or TR107 ( the unit is plugged in not powered on) my hand is resting on the heat sink and I got a shock . At firt i just thoguht it was the sharp edge of the heat sink just pinching me but with it unplugged it doesnt happen.

Swap it with TR116 and recheck voltage on R139. Leave TR116 space empty in case 115 is bad.

How can I tell for sure? Could I use my tester and compare readings to either TR105 and TR103 since they are the same? Nashou

Just remove TR115 and test voltage of R139 both sides and B- voltage.
