So you current have removed Q1012,Q1013,Q1014,Q1015,C1094 and have connector CN1001 disconnected?

Yes all the parts removed. All I have plugged in is the audio in board and mainboard and I have all other cables unpluged from main board except for cable that goes into audio in board and power supply. The wires comming out of large transformer are unplugged also.

The cable that goes from the input board to this board connects at CP1008, correct? Disconnect that and see if the 12v comes up.

I get 12v when I unplug audio in board from main board

Something is surely a little odd here. Pulling those transistors should of removed the 12v line from the circuit. Guess you will have to remove some more stuff until there is nothing connected to that line.
So start by pulling the relays and diodes for the relays and see what you then get on the 12v line.
Relays are: RLY1001, RLY1002, RLY1003 and RLY1004. Diodes are: D1003,D1004,D1005 and D1006.
Did you buy this receiver not working?

It was used i got it of ebay as no power so i figure out it could be a fuse

I took out all the relays and transistors diodes and still no 12v

This is why I asked if this looked like a unused receiver. It sounds like a factory defect in that board somewhere. You are going to have to look over the 12v line traces and see if there is a defect. Check the connectors also for a solder bridge or something. Here is a picture of the board so you can see the traces. If you need me to highlight anything for you let me know.
