Short is toward the IC9204. After I have removed all three L components, the side with the 1.2V regulator is not shorted. Only the IC9204 side, is shorted.

The problems are, it is not available ( I'm trying to get quotes from China, but everywhere is no longer available) and I have never replaced a BGA IC. It would be enough, to just replace it, doesn't require any software?

Well I am not so sure it is the ic anyways. There are still a lot of caps on that line that connects to the ic. Until all those caps are removed you cannot say the ic is bad. I have seen to many of these type caps go short.

OK, the Onkyo is done. Working well. About this Pioneer, I have cheated. Picked one up for $40 with other issue, most likely shorted amp, iPod LED is blinking. Transferred the HDMI board and it is working great. I will repair the amp and then, I'm back to the same HDMI board.

I have checked some of those capacitors, and it seems like the short still there, even with the capacitors removed. This second Pioneer had the FL channel shorted, two finals were shorted ( C to E). 0.47Ohm resistors and a 100 Ohm base resistor. Ordered the parts from Digi. It seems like, I will have to remove the BGA and see, if the short is gone, or not. The short could be after(output) the BGA as well?

I have removed the BGA and the short is gone. The only place I can find this DM860A, is Alibaba. I have one on a Harman Kardon AVR1700 corroded board. I have never re-balled a BGA before.

The BGA has arrived and soldered it in. The short is back, I guess I have replaced it and most likely it wasn't the culprit. Which way could be the short? After the BGA, or at one of the 1.2V input?
