Tried ... Q400 removed. F450 not installed. No change ... no 9v I need a miracle.

This is all part of narrowing it down. No need for a miracle, lol. Did it remain the 2-3v?

Ok, a couple more tests just to narrow it down a little more and then we will put together a parts order.
Locate and remove R64 and R455. retest 9v and see if it came up. If it did not then continue. Projector OFF and unplugged. Lift 1 leg of these diodes and test them on diode scale both ways and give me those readings. Z450, ____, _____ D450, ____, _____ D402, ____, _____ D401, ____, _____ D400, ____, _____

No. Do not reinstall anything you remove unless I tell you to. Because if I did not tell you to put it back in then I am assuming it is still out. And that could mess me up. That fuse also stays out.

Desoldered R64 and R455 No change: no 9v I'm going to lift pins of diodes and measure they.

Z450 = 1 ; 882 D450 = 1 ; 391 D402 = 1 ; 728 D401 = 1 ; 571 D400 = 1 ; 1404

Ok, 1 more test and I think we are done. Remove R450. Reinstall Z450, D450 and D402. Leave D400 and D401 disconnected. Recheck 9v and see if it comes up. Remember, do not install any other components that I had you remove.

Yessss finally 9.8v But projector seems totally dead. No diode led, nothing appear turn on. Yeah, do not worry about the rest of the projector. I would be surprised if anything did work. Well we actually did 2 things at the same time so we have to see which one it was. So here is what I want you to do. Test R450 with your meter on ohm scale and see if it reads 332 ohms. Then put meter on diode scale and test led diode D451. Make sure there is no leakage 1 way. Even post the 2 diode readings here if you want. If diode and resistor both test ok then reinstall R450. Nothing else. Then retest the 9v and see if it remains or not.

Checked all
R450 show 338 ohms
Led diode D451 have 3 pins. Two in upper side One in bottom
Assuming pin 1 on left up, pin 2 on right up and 3 in bottom ...
Putting probes between 1 and 2 or between 1 and 3 there isn't active values. Meter show always "1". I swapped probes in the tests above. Always "1".
Putting black probe in 3 and red in 2 meter raise until 1664 Putting red probe in 3 and black in 2 meter raise until 753
Then I resoldered R450
9.v is present and led diode D451 show a brilliant green not pulsating.
