after i verify ic802 i swap and put the ic802 in place of ic959. but i let empty the place of ic802. and the voltage at cw118 now is 2.63

This appears to be a different problem. Did you put the other ic back in at ic802?

Set DMM to AC voltage and test for voltage at CX031

I looked over the schematics and the reason you do not have power on CX027 and CX028 is because it is not being turned on by the sub CPU and that is because the sub CPU is not working because of the problem with ic959 circuit. So we must go back to trouble shooting that circuit. Can you test the input and output voltage of ic959? Input should be 2.63v but what is the output?

i will solder some wires to do that. after that i power on and test. but i can test the output on cw159 pin1

at the cw159 scpu3.3v is 2.6v

I will try, it`s small. I will read the values of the D952,953 from ic959 and i will compare to thouse of ic802
