Ok, now we know which direction to go. Remember, do not put any parts back in that I had you remove until I tell you. Next on the same board I want you to locate D702, remove it and retest voltage on CW118.

i remove the D702 and the voltage are the same. 2.6 at pin 3 cw118 and 1.7 at the output of ic959. or the ic it's bad, or the c982,983...987 i don't understand what are the values of C982....987

What we have found is that something is partially shorted and pulling down the voltage. You already tested ic959 so you kind of eliminated it. What we have to do now is disconnect sections of that outlet line until the power comes back up to normal and then look after that part. Now it could be 1 of those caps but when a cap shorts it usually would pull the voltage down to zero. so I am not convinced it is a cap just yet. But do not worry. So far you have eliminated a lot of circuits if you did not know it. We will narrow it down.
Now on this same board find D752, remove it and recheck voltages again.

On my board isn't any IC752, and no D752. The second hdmi output it's on the danon avr 4808. the place it's empty. I will take the next in line D568

yupiii. after i remove the d545 i have the 5v and 3.3v but i mesured the ic511 (on the board) and all the pins were in short. and i broke the d568. can be replaced with other type? like normal diode?

i took out (and broke it) the ic511. on the board all seams to be shorted to the ground. between gnd pin, in pin and out pin and the other parts(C) - shorts

on the board all seams to be shorted to the ground. between gnd pin, in pin and out pin and the other parts(C) - shorts I suspected this. Probably ic510 is bad. Removing it and verifying all the shorts are gone is about all you can do now. D543 might also be shorted but this would not affect short to gnd.

i remove the ic511 and between the gnd, input and output (mesured where were the pins on the board) it's all shorted. and i broken the ic when i remove it.
