You should put all the other parts back in now and test voltage again and if ok I would see if the HDMI out is working.

When i took out the components, i broke some of them (2 smd diode). They will arrive in 2 days. THX

I am coming back to a bad denon avr 3808ci that seems to have the same issues as this thread. No 3.3 V on cx027 and cx028 and a low CPU voltage pin 3 of cw118. In this thread it was IC510 that was bad. Is this chip the SiI9185CTU? This may be beyond my skill to replace but would appreciate any guidance james
as a ps a careful inspection of ic510 shows a burn discoloration on the top of it, so like ady I am guessing it overheated. So it looks like it needs replacing and I have one on order
I removed ic510 and now have 5V on pin 3 of CW 118 (was 3 before) ic959 has 3.3V on its output but IC802 has no voltage on the input (and of course output) No hdmi output either

Did you follow back on the schematic from the input of ic802 to see why there is no voltage?

I found fuse F503 (3.15A, 125V) is bad. The input on ic802 should be fed by va+5 and that seems to trace back to being fed by this circuit. Are these slow or fast fuses? I can't tell. Thanks

Thanks, ordered some from amazon. Will be able to put one in Tuesday, Would you expect some of the digital side to start to work (except hdmi 1-3 which are connected to IC510) if it was just ic 510 that was shorting and bad?

replacing the fuse did not produce any voltages on cx27 cx28. In trying to follow the circuit I think that video power and d power = 0 causes the 3.3V circuits on board 3817 not to turn on. I think these being zero also prevents a 5v line for the ics 801-805 voltage regulators being turned on too. No input or output on ic 801,802,803,804,805. Not sure what to test now

You need to be looking here. Page 208. I looked at that part too. The lack of input to the ic80x voltage regulators is because there is no 5V output from that circult. Isn't that also turned on by the v power line?
