I have not used a scope in so long I couldn't tell you. I guess at this point you could try just changing all small parts that could affect that voltage and if nothing changes then the xformer possibly was damaged. That ic was damaged pretty badly.
D908,ZD910,ZD913,D924,ZD911,C969,C945,C939,R917,R991,R921.
And probably can't rule out possibly ic903 not functioning properly.

NO luck, nothing.
The Green place has to get them from Isreal and shipping be a lot he said. Not worth it.

Well since the TV P/S seems to have all the proper voltages using the external P/S for the ic's you could probably put it in the TV and see if it works properly before trying to find more parts.

Before I answer that question did you try powering up the TV like I indicated in my last post to see if there is anything else wrong with it? Before spending more money?

Ok Tried it with no luck. checked the 400 volts and it was down to 169 again . so I pulled the connectors to the panels and still nothing. then I disconnected the other connector that goes to the input board where we put the jumper and re installed the jumper with all connectors out just to check that the PS is working with the external PS ( incase something came loose) and I have the 400 vdc back, with jumper inlace. so whats next?
No signal to get the Standby up right?

Right. Does the 5v at the connector remain at 5v when connected to the input board? No jumper.
