No, its not there. it jumps around from 1.5 to 2.7 erratically .

Well the first thing that comes to mind is that power supply. We know it still has a problem with that transformer and that is the same transformer for the 5v for standby.
So I would removed that PS and set your external PS to +5v and connect it to the main board where the 5v supply should be on pins 11 or 12 for pos and neg on 5,6 or 7 at the PS connector end. Then see if the 5v from your external supply holds or fluctuates also.

Yep it seems to be fluctuating as well with just the 5 volts going to the connector no main power turned on since the 15 volts was removed.

This is with the tv PS disconnected and running your external supply to the main board only, correct?

Well you are going to have to start disconnecting things until the voltage stabilizes. This could take some time. Let me know when you want to dedicate some time on this and I will look to see where to start.
