See if you have 3.3v on pin 144. If you do then see if it drops to zero when you push the power button.

Have you tried holding the "dimmer" button and at the same time press the power on button twice?

Yes, still no power. I tried that with the no sound board too and tried to force the firmware to update but it won't even attempt it.

138, 139, and 140 are 0v. 141, 142, and 143 are 3.3v none of them change when the power button is pressed.

Well it looks like the chip has power and it is getting the correct signal to turn stuff on but it is not responding. Could a problem with the ic or problem with the Eeprom or crystal is not running. Even slim possibility of another line causing the ic to lock up but not likely.

Any way to test that or move on to no sound/video. I could probably replace the eeprom ic or crystal but no way I could do the main IC. Looking at Q7001 and X7001 correct?

Looking at Q7001 and X7001 correct? Yes, correct. You could try monitoring the control lines with your DMM set on Dc voltage and then test the same lines with the working board and see if there are any differences. Pins on Q7009 would be: 12 and 13 for crystal and pins 106,107,108 for eeprom. Also test voltage at pins 74 and 121

Voltage was 0v at pin 74 and 3v at pin 121 on the board with no power.
On the board with no power: Pin 12 0v Pin 13 2.5v
Pin 106 0v Pin 107 0v Pin 108 0v
On the board with no sound
Pin 12 1.2v Pin 13 .7v
Pin 106 0v Pin 107 3.2v Pin 108 0v

If it was me I would probably try changing the crystal. The lack of clock voltage to the eeprom could be because Q7009 is not running.

Another test I would like to see the results of. On that board, locate connector P6800b. Should be a 5 wire connector. Use pin 2 or 4 for ground probe and test for DC voltage at pins 1,3,5 and give me the results.

Voltage was 0v at pin 74 and 3v at pin 121
On P6800b on the board with no power I get 0v on 1,3,and, 5. On the board with no sound I get 3.3v on pins 1 and 3 and .9v on pin 5
Ordered the crystal from digikey, I'll put it in as soon as it shows up.

Ah HA. This could be the problem. Check R7148. Hold up on that crystal.
