Odd that it would act this way. Some units do not use that ic. Well as long as we are shooting from the hip, maybe swap that Q1003 and Q1005. If still no change then we are heading towards the DSP ic (Q3404). Of course there are still a lot of other components in the system that can cause problems. In the digital realm it can be difficult to troubleshoot.

Does the HDMI out video work ok on this board?
